  • City of Peshtigo Water System Improvements ($492,200) – The City of Peshtigo’s water system is out of compliance with EPA standards due to the presence of radionuclides (radium) in the water.   The city has signed a consent order with the Wisconsin Division of Natural Resources that requires compliance with the EPA radionuclide regulation.  The cost of reconstruction is estimated at $6.4 million.  Without federal aid, the City would be compelled to increase water rates in order to pay for the upgrade.  Requested by the City of Peshtigo for Fiscal Year 2008.  
  • Upgrade of the Bay Area Medical Center in Marinette, WI ($200,000) – These funds will upgrade the Bay Area Medical Center in Marinette.  The Center is the sole provider of emergency care in the Menominee and Marinette area and the funding would be used to improve its Emergency Department.  Requested by the Bay Area Medical Center for Fiscal Year 2008.   
  • Improvements to U.S. Highway 41 from Oconto to Peshtigo, WI ($500,000) – This is a multi-year project to expand US Highway 41 from a two-lane highway to a four-lane divided highway between Oconto to Pestigo.  The expansion will address growing safety and congestion issues in the corridor where a 21-mile section is the only part of the 221-mile highway that remains a two-lane facility.  Requested by WisDOT for Fiscal Year 2008.
  • Last Congress, Representative Kagen voted for the College Cost Reduction Act (H.R. 2669), which is largest investment in Higher Education since the GI BILL.  This measure, which was enacted into law, will cut interest rates in half by 2011, and increase Pell grants by $490 next year to a maximum of $5,400 by 2012.  Students at the University of Wisconsin-Marinette will benefit from this new law.   
  • Congressman Kagen introduced the Rural Veterans Health Care Access Act (H.R. 4123), which would create a pilot program to allow vets living more than 30 miles from a Department of Veterans Affairs facility with a licensed mental health provider to receive vouchers to pay for counseling at a licensed private facility. 
  • Bow Lifting Body (BLB) Research – Manitowoc Marine Group ($6,240,000) – The Bow Lifting Body (BLB) ship configuration research conducted by the Office of Naval Research over the past 4 years has resulted in a hull form that promises exceptional improvement over conventional ship designs in respect to drag, sea-keeping, and sea kindliness.  The work on the BLB Ship, which would be conducted at Manitowoc Marine Group, would provide a smaller and less costly ship thereby making it an important hull form to be transitioned and applied to a range of naval missions.  Requested by Manitowoc Marine Group for Fiscal Year 2009.
